摘 要:充分发挥数字经济“增长极”功能,对推进中国海洋经济发展具有重要意义。文章基于国内2005—2019年时间序列数据,运用Topsis熵权法探究海洋经济和数字经济发展水平;并通过障碍度因子模型分析影响系统发展的障碍因子,最后采用修正后的耦合协调模型,分析国内海洋经济和数字经济的耦合协调度。结果发现:①2005—2019年中国海洋经济和数字经济发展逐步增长,其中海洋经济增长略显平缓,呈先升后降的趋势,数字经济先降后升,且发展速度极为迅速,其发展水平在2018年反超海洋经济;②海洋经济系统的主要障碍因子在2013年以前是远洋渔船数量,2013—2019年之间变化不一,数字经济系统主要障碍因子是信息技术服务业法人单位数;③两系统耦合协调程度逐渐增强,但未达到高度耦合状态。Giving full play to the function of"growth pole"of digital economy is of great significance to the development of Marine economy of our country.Based on China′s 2005—2019 time series data,this paper uses Topsis entropy weight method to explore the development level of marine economy and digital economy.The obstacle factors affecting the development of the system are analyzed by the obstacle factor model.Finally,the coupling coordination degree of China′s marine economy and digital economy is analyzed by the modified coupling coordination model.The results show that:(1)The development of marine economy and digital economy in China grew gradually from 2005 to 2019,in which the growth of marine economy was slightly flat,showing a trend of first rising and then decreasing,while the digital economy first decreased and then increased,and its development speed was extremely rapid,and its development level surpassed the marine economy in 2018;(2)The main obstacle factor of the marine economic system was the number of ocean-going fishing vessels before 2013,which varied from 2013 to 2019.The main obstacle factor of the digital economic system was the number of legal persons in the information technology service industry;(3)The coupling coordination degree of the two systems gradually increased,but did not reach a highly coupled state.
