人口发展新形势下闽台养老托育产业合作:机遇、挑战与路径

摘　　要：人口发展是关系中华民族伟大复兴的大事。基于2013-2023年福建和台湾地区人口数据,分析发现闽台两地人口发展既呈现少子化、老龄化的共同趋势,也在人口增速、人口结构、人口素质等多个维度表现出变动差异。闽台人口发展新形势、既有的政策环境和实践基础、差异化的生产要素禀赋优势,为深化两地养老托育产业合作提供了广阔的空间。但是,在两岸关系复杂严峻的背景下,处于培育阶段的闽台养老托育产业合作面临多重挑战。福建应把握建设两岸融合发展示范区的历史契机,充分利用两地比较优势,构建人口、项目和信息交流平台,强化数字经济赋能,探索闽台养老托育产业合作新机制新模式。Population development is a major event related to the great rejuvenation of the Chinese nation.Based on the population data analysis of Fujian and Taiwan Region from 2013 to 2023,it is found that the population development in Fujian and Taiwan Region does not only show a common trend of declining birth rates and aging,but also shows differences in changes in multiple dimensions such as population growth rate,population structure,and population quality.The new situation of population development in Fujian and Taiwan,as well as the existing policy environment and practical foundation,and the advantages of differentiated production factor endowments,provide broad space for deepening cooperation in the elderly care and childcare industry between the two regions.However,in the context of complex and severe cross-Strait relations,the cooperation in the elderly care and childcare industry between Fujian and Taiwan,which is in the cultivation stage,faces multiple challenges.Fujian should seize the historical opportunity of building a demonstration zone for integrated development across the Taiwan Strait,fully utilize the comparative advantages of the two regions,build a platform for population,project,and information exchange,strengthen digital economic empowerment,and explore new mechanisms and models for cooperation in the elderly care and childcare industry between Fujian and Taiwan.
