重审高校“去行政化”:基于中国高校权力结构视角的分析

摘　　要：高校的二元权力结构忽略了高校政治权力的存在,将高校“行政化”现象理解为学术权力和行政权力的对立冲突。基于高校权力的三元结构,从对权力等核心概念的分析出发,结合对中国高校权力结构变迁的历史梳理,指出“行政化”的实质是具体事务中权力主体的偏移,“行政化”的产生原因是政治权力与行政权力互嵌程度过高。通过对权力结构的分析,提出坚持政治权力居于领导地位,降低政治权力与行政权力的互嵌程度,提高学术权力与其他权力的互嵌程度,健全完善高校权力监督机制的若干“去行政化”路径。The dual power structure of colleges and universities ignores the existence of political power in colleges and universities,and understands the phenomenon of“administrativeization”of colleges and universities as an antagonistic conflict between academic power and administrative power.Based on the ternary structure of power in colleges and universities,from the analysis of core concepts such as power,combined with the historical combing of power structure changes in Chinese colleges and universities,it is pointed out that the essence of“administrativeization”is the shift of the main body of power in specific affairs,and that the causes of“administrativeization”are The reason for“administrativeization”is that political power and administrative power are embedded in each other too much.Through the analysis of the power structure,it puts forward a number of“de-administrativeization”paths to insist on the leadership of political power,reduce the degree of interlocking of political power and administrative power,increase the degree of interlocking of academic power and other powers,and improve the supervision mechanism of power in colleges and universities.
