摘　　要：以人口高质量发展支撑中国式现代化,是人口发展新形势下建设社会主义现代化强国的科学部署。这一命题提出的理据,表现为马克思主义“两种生产理论”的科学指导、中国共产党对人口与现代化关系的长期探索、应对当前人口发展新形势作出的战略决策。当前,实现以人口高质量发展支撑中国式现代化面临着挑战,诸如人口素质现代化水平制约中国式现代化的发展前景,人口规模巨大带来人的全面发展和全体人民共同富裕的实现难度升级,人口结构与分布影响经济社会、资源环境的协调发展。有效应对这些挑战,要加快建设教育强国,提高人口整体素质;加强人力资源开发利用,提高人力资源利用效率;建立健全生育支持政策体系,促进人口长期均衡发展。Supporting Chinese-style modernization with high-quality population development is a scientific deployment for building a modern socialist country in the context of new population development dynamics.This proposition is grounded in the scientific guidance of Marxism's“two production theories”,the Communist Party of China's long-term exploration of the relationship between population and modernization,and the strategic decision in response to the current new situation of population development.Currently,achieving high-quality population development to support Chinese-style modernization faces several challenges,such as the modernization level of population quality constraining the development prospects of Chinese-style modernization,the enormous population scale increasing the difficulty of achieving all-round development of people and common prosperity for all,and the impact of population structure and distribution on the coordinated development of economy,society and resources.To effectively address these challenges,it is essential to accelerate the construction of a strong education system to enhance the overall quality of the population;strengthen the development and utilization of human resources and improve efficiency;establish and improve a fertility support policy system to promote long-term balanced population development.
