摘　　要：在全面加强军事治理的背景下巩固和提高一体化国家战略体系和能力是加快实现国防和军队现代化的战略选择,跨军地治理作为全面加强军事治理的内在要求,是提升一体化国家战略体系和能力的应有之义。从统一富国强军目标、统筹国家发展和安全、协调国家治理和社会稳定三个方面入手,可以准确把握跨军地治理与提高一体化国家战略和能力的内在关联;从治理到跨军地治理,再到治理效能的深度挖掘,科学地揭示出跨军地治理的内涵要义,为构建提升更加完善的一体化国家战略体系和能力提供了理论支撑;通过跨军地治理在战略布局、战略资源、战略力量中的持续发力,是进一步推动提高一体化国家战略体系和能力的有效途径。On the basis of comprehensively strengthening of military governance,consolidating and enhancing the integrated national strategic system and capabilities is a strategic choice to accelerate the modernization of national defense and the armed forces.As an inherent requirement of comprehensive military governance,cross-military-local governance represents an essential component of advancing the integrated national strategic system and capabilities.By unifying the goals of enriching the nation and strengthening the military,coordinating national development and security,and harmonizing national governance and social stability,we can accurately grasp the intrinsic connection between cross-military-local governance and the improvement of the integrated national strategic and capabilities.Moving from governance to cross-military-local governance,and further to the in-depth exploration of governance efficacy,this progress scientifically reveals the conceptual essence of cross-military-local governance,providing theoretical support for building a more refined integrated national strategic system and capabilities.Through sustained efforts in strategic planning,resources allocation,and force integration under cross-military-local governance,we can further advance effective pathways to enhance the integrated national strategic system and capabilities.
