摘 要:中国传统时代有着系统丰富的国家治理思想,其中儒家的“为政以德”和道家的“无为而治”具有重要的典范意义。李世民等贞观君臣创造了把“为政以德”和“无为而治”融合起来的国家治理思想,一方面自觉弘扬“为政以德”,以儒家理想的君臣角色激励和规范自己;另一方面又在具体治理举措上贯彻“无为而治”,强调道家的轻徭薄赋、简政无为等。贞观君臣“以儒为主,儒道融合”的国家治理思想创造了盛世的治理效果,至今仍有重要的借鉴价值。China’s traditional era had forged a systematic and rich ideology of national governance.Among them,the Confucian“rule by virtue”and the Taoist“governing through non-intervention”had paradigmatic significance.Emperor Li Shimin and his courtiers during the Zhen Guan period created an ideology of national governance that harmoniously integrated the Confucian“rule by virtue”with the Taoist“governing through non-intervention.”On the one hand,they consciously promoted the Confucian philosophy of governance of“rule by virtue,”inspiring and regulating themselves with the Confucian ideal roles of monarch and minister.On the other hand,they incorporated the Taoist principle of“governing through non-intervention”into specific measures of governance,emphasizing levying lighter taxes and reducing administrative burdens.The ideology of national governanceof Emperor Li Shimi and his courtiers,characterized by“Confucian-predominance with Confucian-Taoist integration,”led to the creation of a prosperous era in practice and retains significant value for contemporary reference.
