全过程人民民主对人类政治文明的创新与贡献

摘　　要：作为中国特色的民主形式,全过程人民民主通过内涵创新、实践创新、制度创新和话语创新为人类政治文明发展提供了新视角和新路径。在内涵创新上,全过程人民民主通过民主主体拓宽、民主过程完善、民主领域延展及民主构成深化塑造了人类民主新范式;在实践创新上,以民主实践路径导向、民主实践治理形式、民主实践评判标准的创新拓宽了人类政治文明路径;在制度创新上,以人民代表大会制度、社会主义协商民主制度、基层民主制度等民主制度体系切实保障人民当家作主,开拓了人类政治制度文明;在话语创新上,以价值内涵、特色元素和逻辑主线的创新丰富了人类政治文明话语形态。As a form of democracy with Chinese characteristics,the whole process of people’s democracy provides a new perspective and path for the development of human political civilization through innovative connotations,practices,systems and discourse.In terms of connotation innovation,a new paradigm of human democracy has been shaped through the expansion of democratic subjects,the im⁃provement of democratic processes,the extension of democratic fields,and the deepening of democratic composition.In terms of practi⁃cal innovation,the innovation guided by democratic practice path,democratic practice governance form,and democratic practice evalu⁃ation criteria has broadened the path of human political civilization.In terms of institutional innovation,democratic systems such as the People’s Congress system,socialist consultative democracy system,and grassroots democracy system effectively ensure that the people are the masters of the country,and have opened up the civilization of human political system.In terms of discourse innovation,the inno⁃vation of value connotation,characteristic elements,and logical mainline has enriched the discourse form of human political civilization.
