清末武阳下级地方自治的推进及其影响

摘　　要：按照清政府制定的章程,武阳与全国各地一样,在清末新政后期开启了城镇乡下级地方自治。武阳下级地方自治的筹办包括设立筹办机构、划分区域、调查选民、选举议员,以及成立议事会、董事会等一系列环节。在运行过程中,武阳下级地方自治虽遭遇重重困难,但绅民的政治参与度较高、维权意识较强,具有一定的典型性。武阳下级地方自治在提高民主意识、推动政治参与、维护地方公益等方面发挥了积极作用,但也诱发了诸如官治与民治矛盾、城绅与乡绅矛盾,导致社会撕裂甚至社会动荡。从武阳下级地方自治实践看,近代中国基层社会的民治进程是一个复杂而长期的过程,不可一蹴而就。In accordance with the regulations formulated by the Qing government,Wuyang,like all other parts of the country,started the urban and rural level local autonomy in the late period of the New Policies in the late Qing Dynasty.The preparation of the lower level local autonomy in Wuyang includes a series of steps such as establishing preparatory institutions,dividing regions,investigating voters,electing members,and establishing a council and board of directors.In the process of operation,although the lower level local autonomy in Wuyang encountered numerous difficulties,the political participation of the gentry and the people was relatively high,and their awareness of safeguarding their rights was strong,which has certain typicality.The lower level local autonomy in Wuyang has played a positive role in enhancing democratic awareness,promoting political participation,and maintaining local public welfare.How⁃ever,it has also triggered conflicts between official and civilian governance,as well as between urban and rural gentry,leading to a torn social structure and even social unrest.From the practice of lower level local autonomy in Wuyang,the process of civilian governance in modern Chinese grassroots society is a complex and long-term process that cannot be achieved overnight.
