摘　　要：新时代进一步全面深化改革、建设社会主义现代化强国、实现中华民族伟大复兴、创造人类文明新形态等使命任务交织叠加、伟大事业齐头并进的时代图景正是全过程人民民主制度体系出场的时代图景。全过程人民民主制度体系的内容结构包括:以人民至上、全面协调、公平正义为主要内容的整体性理念;以根本政治制度、基本政治制度、重要政治制度,以及由他们衍生的具体政治制度为基本内容的层次性制度架构;以民主选举程式、民主协商程式、民主决策程式、民主管理程式、民主监督程式为主体内容的运行性程式设计。健全全过程人民民主制度体系,应当坚定不移走中国特色社会主义政治发展道路,坚持以制度建设为主线进一步全面深化改革,丰富各层级民主形式,统筹推进制度创新。The historical landscape of further deepening reform comprehensively,building a powerful modern socialist country,realizing the great rejuvenation of the Chinese nation,and creating a new form of human civilization in the new era,where the mission tasks are intertwined and the great cause advances simultaneously,is exactly the era of the emergence of the institutional system of wholeprocess people's democracy.The content structure of the institutional system of whole-process people's democracy includes the holistic concept of putting the people first,coordinating comprehensively,and promoting fairness and justice;a hierarchical institutional framework based on fundamental political systems,basic political systems,important political systems,and specific political systems;the design of operational programs with democratic election procedures,democratic consultation procedures,democratic decision-making procedures,democratic management procedures,and democratic supervision procedures as the main content.To improve the institutional system of whole-process people's democracy,we should firmly follow the path of socialist political development with China characteristics,adhere to institutional construction as the main line to further comprehensively deepen reforms,enrich democratic forms at all levels,and coordinate the promotion of institutional innovation.
