摘　　要：增进民生福祉是经济社会发展的根本目的。党的十八大以来,中国共产党秉持多谋民生之利、多解民生之忧理念,在基础性、兜底性和普惠性民生建设领域取得了显著成效,人民生活得到极大改善。民生改善的根由在于坚持党的领导和人民至上的有机统一、为了人民和依靠人民的有机统一、经济发展和人民幸福的有机统一。面对新形势下进一步全面深化改革的新任务,要看到当前我国民生建设面临相关领域互促效能需要进一步挖掘、难点问题应对策略的连贯性有待提升和局部发展不平衡影响民生建设全局的问题症结。以这些问题为鉴,在高质量发展中保障和改善民生时要强化多领域协同统筹,形成一体化互联互促、重难点政策长线部署,针对区间态势动态调整,引入新质态发展手段,力保发展态势稳、平、优,为实现人民美好生活打开新局面,在追求人的自由而全面发展中推进中国式现代化阔步前进。Enhancing people's well-being is the fundamental purpose of economic and social development.Since the 18th CPC National Congress,the Communist Party of China has persisted in pursuing the interests of people's livelihood and alleviating their concerns.Significant achievements have been made in providing inclusive services,meeting essential needs,and providing a cushion for those most in need,greatly improving people's lives.The root cause of improving people's lives lies in the organic unity of adhering to Party leadership and putting people first,the unity of striving for people's well-being and relying on people,and the unity of economic development and people's happiness.In the face of the new task of comprehensively deepening reform in the new situation,we should see that there are problems with the synergy of related fields needing to be further tapped,the consistency of strategies for tackling difficult issues needs to be improved,and the problem of the uneven development of some regions affecting the overall situation of people's livelihood.Drawing lessons from these problems,we should strengthen multi-field coordinated planning and form an integrated and interconnected system of mutual promotion and long-term deployment of key policies,dynamically adjust policies according to the situation in different intervals,and introduce new development means to ensure a stable,balanced,and excellent development trend,opening up new prospects for people's better life and advancing the cause of Chinese path to modernization by promoting the free and all-round development of people.
