摘 要:“一把手”是涉及党长期执政、国家长治久安的关键少数。“一把手”权力监督不仅关涉党的执政根基,是党的自我革命的关键环节,更是国家治理体系和治理能力现代化的关键。“一把手”权力监督存在决策监督难、勤政能政监督难、约束问责与激励担当并重难等实践困境。“一把手”权力监督要从提升监督理念思维、厘清责任类型及其构成要件、推动分级分类监督、注重勤政廉政监督、聚焦关键领域决策监督和推动警示教育制度化等方面一体推动“一把手”不敢腐、不能腐和不想腐,切实增强“一把手”监督实效。“Top leaders”are key minority involved in the long-term governance of the Party and the long-term stability of the country.The power supervision of“top leaders”is not only related to the ruling foundation of CPC's governance,but also the key link of CPC's self-revolution,and the key to the modernization of the national governance system and governance capacity.There are some practical difficulties in the power supervision of the“top leaders”,such as difficulty in decisionmaking supervision,difficulty in supervision of diligent administration and administrative ability,and difficulty in balancing accountability and incentive,etc.To effectively enhance the effectiveness of the power supervision of“top leaders”,we should first of all enhance the concept and thinking of supervision,clarify the types and constituent elements of responsibilities,promote hierarchical and classified supervision,emphasize diligent and honest governance supervision,focus on key areas of decision-making supervision,and promote the integration of warning education so as to promote the prevention,prohibition,and unwillingness of corruption among the top leaders,and effectively enhance the effectiveness of their supervision.
