摘　　要：基于“过程-结果”理论框架,本文提出构建兼具韧性、前瞻性与智慧化特征的适应性公共卫生应急管理体系架构设想。该体系在风险预判精准性、信息处理时效性、应对策略科学性及动态调整灵活性等方面具有显著优势。实践中需充分发挥中国共产党总揽全局的政策统筹作用,优化应急管理体制建设,整合社会共同体力量,并推进信息化技术深度融合。Based on the"process-outcome"theoretical framework,this study proposes the conceptual framework of an adaptive public health emergency management system characterized by resilience,foresight,and intelligent features.This system demonstrates significant advantages in risk prediction accuracy,real-time information processing,scientific response strategies,and flexible dynamic adjustments.In practice,it is essential to fully leverage the overarching policy coordination role of the Communist Party of China in optimizing the construction of emergency management mechanisms,integrating the collective strength of social communities,and advancing the deep integration of information technology.
