长沙市农户参与农村土地经营权流转交易意愿的影响因素及对策

摘　　要：从农户微观角度进行实证分析,探索长沙市农户参与农村土地经营权流转交易意愿的影响因素,并提出相关对策建议。基于254份调查问卷的二元Logistic回归模型估计结果表明,户主年龄、农户承包地面积、农户的农村土地经营权是否得到保障、农村社保机制是否完善4个因素对农户参与农村土地经营权流转交易的意愿产生显著影响,而户主性别、户主学历、农户收入主要来源、农户年收入水平、农村土地流转价格、是否设有农村土地流转交易中心、是否流转手续规范且不存在纠纷问题、农村土地流转交易收入占家庭总收入的比例是否高的影响不显著。结合典型村现场访谈结果可知,农村人口流向与结构、农村劳动力非农就业机会及增收渠道、农业生产管理政策及农业社会化服务也在一定程度上产生影响。在此基础上,提出加强农村土地经营权流转交易政策法规宣传、加强农村土地经营权流转交易合同管理、改进农村土地经营权流转交易模式和完善农村社保机制等对策建议。From the micro perspective of farmers,this study conducts an empirical analysis to explore the influencing factors of farmers'willingness to participate in the transfer and transaction of rural land management rights in Changsha City,and puts forward relevant countermeasures and suggestions.The estimation results of the binary Logistic regression model based on 254 questionnaires show that four factors,namely the age of the household head,the area of contracted land of the household,whether the rural land management rights of the household are guaranteed,and whether the rural social security mechanism is perfect,have a significant impact on the willingness of farmers to participate in the transfer and transaction of rural land management rights.However,the gender of the household head,the educational level of the household head,the main source of income of the household,the annual income level of the household,the price of rural land transfer,whether there is a rural land transfer center,whether the transfer procedures are standardized and there are no disputes,and whether the proportion of rural land transfer income in the total household income is high have no significant impact.Combined with the results of on-site interviews in typical villages,it can be known that the flow and structure of rural population,non-agricultural employment opportunities and income channels for rural labor force,and agricultural production management policies and agricultural socialized services also have an impact to a certain extent.Hence,countermeasures and suggestions such as strengthening the publicity of policies and regulations on the transfer and transaction of rural land management rights,strengthening the management of contracts for the transfer and transaction of rural land management rights,improving the transfer and transaction model of rural land management rights,and improving the rural social security mechanism are proposed.
