“双循环”战略背景下创业型高校的范式价值与构建路径

摘　　要：“双循环”重大战略部署的主旨是增强我国独立创新发展能力。作为国家创新系统的核心,高等教育在双循环战略高品质运行的过程中发挥基础作用。高校应以服务国家重大战略需求为导向,通过智力服务,积极参与产业升级和经济结构优化,提供人力资源、科技创新等关键要素,从而推动双循环战略的落实。为此,高校应以构建创业型高校为导向,立足经济社会发展需求,调整知识生产模式,优化组织结构和内部权力秩序;而政府则需要为创业型高校建设创建适宜的制度环境,包括强化高校办学自主权,构建以质量和贡献为核心的高校评价体系,优化高等教育资源配置模式以及推动发展产业集群等。The core premise of China's"Dual Circulation"strategic initiative centers on strengthening the capacity for independent innovation and development.Higher education,positioned as the core component of the national innovation ecosystem,serves a foundational function in facilitating the high-quality implementation of this macroeconomic strategy.Universities must orient themselves toward addressing critical national strategic imperatives through knowledge transfer and intellectual services,thereby actively contributing to industrial advancement and economic restructuring by supplying essential elements including human capital and technological innovation-ultimately advancing the implementation of the"Dual Circulation"initiative.To this end,higher education institutions should adopt an entrepreneurial university framework,adjusting knowledge production modalities and restructuring organizational architectures and governance mechanisms in response to socioeconomic development.At the same time,governmental entities must establish conducive institutional environments for entrepreneurial university development through:enhancing institutional autonomy,implementing evaluation frameworks centered on quality metrics and social contribution,reconfiguring resource allocation mechanisms within higher education,and catalyzing the formation of industry clusters.
