摘　　要：我国高校高水平运动队是竞技体育发展中的重要组织形式之一,承担着为体育后备人才提供体教融合平台,以及为退役运动员提供高等教育的双重功能。本文以加快建设体育强国为背景,基于战略管理理论,分析了当前高校高水平运动队面临的挑战与机遇。研究认为,随着招生政策收紧、组织形式变革及管理体制改革的推进,高校高水平运动队在高质量发展中面临人才供需失衡、竞赛资源受限、保障机制缺失以及学训矛盾突出等多重压力。与此同时,政策改革也为高校高水平运动队提供了外生动力,拓展了文化参与规模,培养成效初步显现,并在管理模式上带来了新机遇。为了根本解决这些问题,本文提出了以“同心多元化、横向一体化、师资合理化、学训复合化”为核心的战略模型,旨在通过“供给式”改革,满足我国体育人才的新需求,为建设体育强国提供理论支撑。China's university high-level athletic teams serve as a critical organizational form in the development of competitive sports,fulfilling dual roles:providing a sports-education integration platform for cultivating sports reserve talents and offering higher education opportunities for retired athletes.Against the backdrop of accelerating the construction of a sports powerhouse,this study employs strategic management theory to analyze the challenges and opportunities facing these teams.The study identifies that,amid tightening enrollment policies,organizational restructuring,and management system reforms,these teams encounter multifaceted pressures in achieving high-quality development,including imbalances in talent supply and demand,limited competition resources,inadequate support mechanisms,and acute conflicts between academic and training demands.Simultaneously,policy reforms have injected exogenous momentum,expanded cultural participation,yielded preliminary training outcomes,and introduced new opportunities in management models.To address these issues fundamentally,this study proposes a strategic framework centered on"concentric diversification,horizontal integration,rationalized faculty allocation,and integrated academic-training models."This approach aims to drive"supply-side"reforms to meet evolving demands for sports talent,thereby providing theoretical support for advancing China's sports powerhouse agenda.
