民族传统体育高质量发展政策执行的现实困境与优化策略--基于史密斯政策执行过程模型的分析

摘　　要：本文采用文献资料法、逻辑分析法等研究方法,结合史密斯政策执行过程模型,对我国民族传统体育政策执行中的现实困境进行分析,并提出优化策略。研究发现,我国民族传统体育政策执行中的现实困境为:政策体系完整性欠缺,执行标准模糊;执行机制联动性闭塞,执行监督不力;目标群体功利性突出,执行认知偏失;执行环境失衡性显著,资源保障匮缺。据此,提出优化策略:完善政策体系建设,细化政策执行标准;加强执行机制联动,强化政策执行监督;加大政策宣传教育,提高目标群体认知;优化政策执行环境,拓宽执行环境资源。This study adopts literature research method and logical analysis,combined with Smith's policy implementation process model,to analyze the realistic dilemmas in the implementation of China's ethnic traditional sports policies and propose optimization strategies.The findings reveal that the challenges in policy implementation for ethnic traditional sports in the country include:incomplete policy systems and ambiguous implementation standards;fragmented coordination among implementation mechanisms and insufficient supervision;excessive utilitarianism among target groups and cognitive biases in policy execution;and imbalanced implementation environments and inadequate resource guarantees.Corresponding optimization strategies are proposed:strengthening the policy framework through clarified implementation standards,enhancing interdepartmental coordination with robust monitoring mechanisms,intensifying policy advocacy to improve target group awareness,and optimizing implementation ecosystems through expanded resource channels.
