新质生产力促进冰雪产业高质量发展的动力机制、现实障碍与实践路径

摘　　要：新质生产力是契合新发展理念的先进生产力质态。本文从新质生产力兼具新发展理念的五大特征出发,探析创新、协调、绿色、开放、共享促进冰雪产业高质量发展的动力机制,分析新质生产力促进冰雪产业高质量发展的现实障碍,并提出对应实践路径。研究发现:核心技术短缺,限制了冰雪新质生产力的生成;创新乏力,制约了冰雪产业新质生产力的培育;协调不畅,约束了冰雪产业新质生产力的发展;绿色发展理念缺位,阻滞新质生产力的可持续。基于此,建议:以科技创新为内在动力,构建协同创新的生态系统,借助优势冰雪产业带动区域经济发展,打造利益共享、优势互补的冰雪产业链内循环;践行绿色发展理念,构建环境友好型的冰雪产业多重循环体系,建立健全共享机制,实现普惠式发展。New quality productivity refers to the advanced quality of productivity that conforms to the new development concept.Starting from the five characteristics of new quality productivity combined with new development concepts,this paper explores the driving mechanisms of innovation,coordination,green,openness,and sharing to promote the high-quality development of the ice and snow industry.It analyzes the practical obstacles that new quality productivity faces in promoting the high-quality development of the ice and snow industry,and proposes corresponding practical paths.Research has found that the shortage of core technologies limits the generation of new ice and snow quality productivity;Lack of innovation hinders the cultivation of new quality productivity in the ice and snow industry;Poor coordination has constrained the development of new quality productivity in the ice and snow industry;The lack of green development concept hinders the sustainability of new quality productivity.Based on this,it is suggested to take technological innovation as the internal driving force,build a collaborative innovation ecosystem,leverage the advantages of the ice and snow industry to drive regional economic development,and create a circular ice and snow industry chain with shared benefits and complementary advantages;Practice the concept of green development,build an environmentally friendly multi cycle system for the ice and snow industry,establish a sound sharing mechanism,and achieve inclusive development.
