中国自欧盟农产品进口特点、影响因素与政策建议——大食物观视角下的分析

摘　　要：中国自欧盟农产品进口结构一定程度上符合大食物观背景下的食物消费结构。研究中国自欧盟农产品进口问题对于支撑中国大食物观和促进中欧贸易具有重要意义。中国自欧盟农产品进口增速较快且有巨大发展潜力,其中绝大部分是非粮食物进口,粮食进口占比很小。中国关税与非关税政策、粮食安全政策对农产品进口的限制远大于对非农产品进口的限制,不断升级的食物消费结构对肉奶酒等高品质欧盟特色食物进口的需求拉动作用很大。中国需要在严格控制口粮进口的前提下酌情增加饲料粮进口,继续增加高品质非粮食物进口,提高农产品进口管控灵活度,建立健全以国内高质量循环为主、国际循环为辅的食物安全综合保障体系,鼓励并支持食品企业进行海外直接投资。The structure of China's imports of agricultural products from the European Union(EU)is in line with the food consumption structure of the“Greater Food”approach(GFA)to a certain extent.Research on China's imports of EU agricultural products is of great significance in supporting China's GFA and promoting Sino-EU trade.The growth rate of China's imports of EU agricultural products is relatively fast,demonstrating great development potential.Non-grain food imports account for the vast majority,while grain imports account for a very small proportion.China's tariff and non-tariff policies and food security policies have performed a greater restrictive effect on agricultural product imports than on non-agricultural products.The continuous upgrading of China's food consumption structure has exerted a significant pulling effect on the imports of EU high-quality special foods such as meat,milk,and wine.China should increase the imports of feed grains as appropriate while strictly controlling the imports of staple food grains,keep increasing the imports of high-quality non-grain food,improve the flexibility of the agricultural product import control system,establish a comprehensive food security guarantee system with domestic high-quality circulation as the mainstay and international circulation as a supplement,and encourage and support food production enterprises to carry out overseas direct investment.
