摘 要:在新发展格局背景下,服务贸易便利化成为提高数字服务出口技术复杂度的新路径。文章使用熵权TOPSIS法测算52个国家2010~2019年的服务贸易便利化水平,探究其对数字服务出口技术复杂度的影响。研究发现,服务贸易便利化主要通过优化资源配置和提高本国创新水平等渠道显著提升数字服务出口技术复杂度。异质性分析表明,相较于跨境流动便利化,商业存在便利化的正向影响更强。空间计量分析表明,服务贸易便利化对邻近国家和RTA缔约国的数字服务出口技术复杂度有正向影响。文章分别从跨境流动便利化、商业存在便利化以及深化贸易协定等方面为我国通过提升服务贸易便利化实现数字服务贸易高质量出口提出政策建议。In the context of the new development paradigm,trade facilitation in services has emerged as a new path to increase export technological sophistication of digital service.This paper employs the entropy-weighted TOPSIS method to measure the level of trade facilitation in services of 52 countries from 2010 to 2019 and investigates its influence on export technological sophistication of digital service.The research shows that trade facilitation in services significantly increases export technological sophistication of digital service through optimizing resource allocation and improving domestic innovation level.The heterogeneity analysis indicates that compared with cross-border flow facilitation,the positive influence of commercial presence facilitation is greater.The spatial econometric analysis reveals that trade facilitation in services has a positive effect on export technological sophistication of digital service in the neighboring countries and RTA contracting parties.The paper puts forward policy recommendations for China to realize high-quality exports of digital trade in services through enhancing trade facilitation in services from the perspectives of developing cross-border flow facilitation,strengthening commercial presence facilitation and deepening trade agreements.
