制度型开放与全国统一大市场——基于市场准入负面清单制度试点的准自然实验

摘　　要：建设全国统一大市场是构建新发展格局的内在要求与基础支撑。制度型开放作为实现全国统一大市场的核心动力,依托市场准入负面清单这一制度创新工具,降低市场准入壁垒,提升市场透明度,为市场高效运作奠定基础。文章基于市场准入负面清单制度这一战略导向,采用多期双重差分法实证检验制度型开放对全国统一大市场的影响。研究发现,制度型开放显著提升全国统一大市场建设水平,且通过提升流通效率、降低制度性交易成本及优化营商环境等内在路径影响全国统一大市场建设。与此同时,异质性分析发现制度型开放对全国统一大市场的提升效应在高市场化程度、低经济政策不确定、规模较大及沿海城市表现更为明显。此外,制度型开放还具有价值创造效应,其引致的全国统一大市场提升效应在一定程度上促进了国内大循环。Building a unified national market is both an intrinsic requirement and a foundational support for fostering a new development paradigm in China.Institutional opening up,as a core driver for achieving the unified national market,leverages the negative list system for market access as an innovative tool to reduce market access barriers,enhance market transparency and lay a solid foundation for efficient market operation.Based on the strategic guidance of the negative list system for market access,this paper employs the multi-period DID method to empirically examine the impact of institutional opening up on the unified national market.The research shows that institutional opening up significantly enhances the construction level of the unified national market and advances the development of the unified national market through the internal paths such as improving circulation efficiency,reducing institutional transaction costs and optimizing business environment.At the same time,the heterogeneity analysis indicates that the promotion effect of institutional opening up on the unified national market is more significant in the cities with high marketization degree,the cities with low economic policy uncertainty,large-scale cities and coastal cities.Additionally,institutional opening up exhibits value-creation effect and its promotion effect on the unified national market gives impetus to the domestic circulation to some extent.
