高等教育数字化转型的“东盟方式”研究--以印度尼西亚为例

摘　　要：在共建“一带一路”倡议背景下,对东盟国家高等教育数字化转型现状进行实证研究,可为中国-东盟高等教育合作提质升级提供事实依据。本文以印度尼西亚为例,基于对当地高校的实地调研和教师群体的深度访谈,从基本特征、现实挑战和合作策略三个维度勾勒东盟国家高等教育数字化转型的现实图景。研究发现,东盟国家在高等教育数字化转型实践中孕育了独特的“东盟方式”,表现出“数字经济发展倒逼高等教育数字化转型”和“推行渐进变革策略”的发展特征,同时面临着宏观层面政策统筹协调机制欠缺和资金保障不足、中观层面教育管理体制滞后以及微观层面教师数字素养参差不齐等现实挑战。据此,本研究提出中国-东盟“量体裁衣式”高等教育数字化转型合作路径:宏观层面,协助东盟国家的政策框架建设,推动投融资渠道和机制的多元化;中观层面,优化东盟国家的数字教育环境,突破教育管理体制机制瓶颈;微观层面,巩固中国-东盟已有数字教育合作网络,将提升高校教师的数字素养作为双方合作要点。Under the framework of the Belt and Road Initiative,conducting empirical research on the current state of digital transformation of higher education in ASEAN countries can provide factual evidence for the quality improvement and upgrading of China-ASEAN cooperation in higher education.Taking Indonesia as an example,this paper sketches the reality of digital transformation of higher education in ASEAN countries from three dimensionsbasic characteristics,practical challenges,and cooperation strategiesbased on field surveys of local universities and in-depth interviews with faculty members.The study finds that ASEAN countries have developed a unique"ASEAN approach"in the practice of digital transformation of higher education,characterized by"digital economy development driving the digital transformation of higher education"and the implementation of a gradual reform strategy.However,they face practical challenges,including the lack of macro-level policy coordination mechanisms and insufficient funding,outdated educational management systems at the meso-level,and uneven digital literacy among faculty members at the micro-level.Accordingly,this study proposes a"tailor-made"cooperation path for China-ASEAN digital transformation of higher education:at the macro-level,assisting ASEAN countries in building policy frameworks and promoting the diversification of their investment and financing channels and mechanisms;at the meso-level,optimizing the digital education environment in ASEAN countries and breaking through the bottlenecks of their educational management systems;and at the micro-level,consolidating the existing China-ASEAN digital education cooperation network and focusing on improving the digital literacy of university faculty members as a key point of cooperation.
