叙事权力视角下美国“印太”联盟网络化构建

摘　　要：在大国战略竞争背景下,美国正在重塑其盟友伙伴合作体系,构建以价值观为基础的“印太”联盟网络。美国通过操控话语,建构特定叙事框架,将自身的安全和利益需求转化为共有知识,在“权力—知识”机制的作用下,美国在联盟体系内部形成叙事权力,提升联盟内部凝聚力与执行效能。传统联盟关系理论的解释侧重于物质利益和权力分配,而本文提出的话语操控、叙事权力、共有认同等因素的作用在这些理论框架中却较少受到关注。美国“印太”联盟体系网络化构建路径有如下三个具体步骤。首先,美国通过话语操控创造“安全化”知识,形成叙事权力;其次,通过沟通行动开启社会化进程,建立社会规范、界定社会规则;最后,社会化过程形成场域关系,盟友在场域内部的关系性互动中明确了共有认知,确立了共有认同,建立了共有文化,推动联盟组织向体系化、网络化发展。通过比较分析“四方安全对话”和“三边安全伙伴关系”,上述理论机制得到验证,美国在盟友间构筑了社会层面纵向耦合与政府间层面横向耦合的网络化体系。Against the backdrop of great power strategic competition,the United States is reshaping its system of allies and partners to construct a value-based Indo-Pacific alliance network.Through discourse manipulation,the U.S.constructs specific narrative frameworks,transforming its security and interest requirements into shared knowledge.Under the power-knowledge mechanism,the U.S.establishes narrative power within the alliance system,enhancing internal cohesion and operational effectiveness.While traditional alliance theories emphasize material interests and power distribution,this paper finds that factors such as discourse manipulation,narrative power,and shared identity receive insufficient attention within these theoretical frameworks.The article argues that the U.S.Indo-Pacific alliance system’s network-building pathway comprises three specific steps:first,the U.S.creates“securitized”knowledge through discourse manipulation,forming narrative power;second,it initiates socialization processes through communicative actions,establishing social norms and defining social rules;finally,the socialization process forms field relations,where allies develop shared cognition,establish shared identities,and build shared culture through relational interactions within the field,promoting the alliance organization’s systematic and networked development.Through comparative case study of Quad and AUKUS,these theoretical mechanisms are verified,demonstrating how the U.S.has constructed a networked system featuring vertical coupling at the social level and horizontal coupling at the intergovernmental level among allies.
