摘　　要：生成式人工智能是全球科技发展新领域,为应对该项技术带来的机遇和挑战,国际组织和各国政府相继制定了一系列规范引导政策。这些政策在世界范围内重点关注数字主权与数字鸿沟、知识产权与数据安全、经济增长与劳动力市场、人机契约与人类契约等议题。全球生成式人工智能政策将会对全球数字治理、多元安全议程、价值链条重塑、人类科技伦理反思等产生广泛而深刻的影响。中国作为发展生成式人工智能的重要国际力量,在生成式人工智能政策未来的制定和实施过程中,要精准识别政策蕴含的战略意图和价值导向,预防数字霸权主义的潜在威胁;充分权衡政策适用的区域国别差异,有效探究政策的“地域适应性”和“时空关联性”;树立“发展与治理兼顾并重”的政策导向,最大限度发挥政策的全球治理效果;以人类命运共同体理念推动生成式人工智能技术造福全人类,在政策实践中充分展现中国智慧。In response to the opportunities and challenges consequent of generative artificial intelligence,which is a new field of global technological development,international organizations and governments around the world have formulated a series of governance policies and guiding principles.These policies focus on wide range of global issues,such as digital sovereignty and the digital divide,intellectual property,data security,economic growth,labor market,human-machine contracts and human contracts.The policies mentioned above will have a wide and profound impact on global digital governance,global security agenda,reshaping of the world value chain,as well as human reflection on scientific and technological ethics.As an important international force in the development of generative artificial intelligence,China need to accurately identify the strategic intentions and value orientation of other parties’ relvent policies,and to defuse the potential threat of digital hegemonism.And,China should also precisely take into account of the regional and national differences in policy applicability,effectively exploring the “regional adaptability” and “temporal correlation” of policies;establish the policy concept of “equally emphasizing development and governance” so as to maximize its governance policy’s global effects;promote the well-beings of mankind with the concept of a global community with a shared future,and fully display China’s wisdom in policy practice.
