摘　　要：本文探讨现代国家的行政管理理论与科学创新理论之间的关系,思考国家推动科技创新的有效路径。作者认为,用行政手段与政策方法推动科技创新是现代国家的必然道路,但如何推动却是需要认真学习的重要课题。行政领导和公共政策制定者需要更深入地研究科技创新规律,了解基础研究、应用研究、技术转让、自由研究各自不同的创新规律,以及科技创新、组织创新、社会创新和国家治理体系创新的不同;需要克服传统思维和习惯性的层级思维,在政策的制定和科技管理方面有所为、有所不为;要对创新活动进行认真分类、区别管理;要继续深化科技创新体制机制改革,高效推动创新国家建设。论文提出大理石花纹嵌入式创新模型,描述了新科学时代的创新现象,以帮助把握行政介入、学界回应和社会各界之间互动创新的规律。Exploring the relationship between administrative theory and scientific innovation theory in search of effective ways to promote science and technology innovation,the authors maintain that administrative and policy methods are necessary measures for modern country to promote its science and technology innovation.How these methods are used,however,is an important topic for research.Administrative scientists and policy makers need to carefully study the laws of S&T innovation,understanding that pure basic research,use-inspired basic research,pure applied research,and free research each have their own innovative laws;and realize the differences among science and technology innovation,organizational innovation,social innovation,and state governance system innovation.Administrative leaders need to overcome traditional thinking and habitual hierarchical thinking,and to do and not to do something in the formulation of policies and management of S&T.The S&T innovation activities should be carefully categorized and treated differently,and the S&T management system reform needs to be deepened.The authors proposed a marble cake theoretical perspective for better understanding of law of innovation in our new scientific era,which are also more relevant in providing guidance for administrative intervention,academic response,and social dynamical forces in their dealings with science and technology innovation.
