摘　　要：随着改革开放不断深入,全国“地改市”基本完成,自治州有驻地无辖区,逐渐显现出管理城市和发展经济权能不足的问题。因此“研究完善自治州辖区的管理体制”,就成为民族自治地方行政管理改革的一个重要问题。推进自治州辖区改革,助力自治州增权赋能,除了发挥行政管理职能之外,还能够起到聚集产业、培育区域增长极、强化经济文化辐射引领作用,也是新时代坚持和完善民族区域自治制度的有效路径。自治州辖区改革应当进行整体设计,分类分步推进,应当以州府驻地县/市为基点,撤县级市/县行政建制,政策试点后推广,同时还应根据各州经济基础、区划特点、人口聚集等具体差异采用撤县/市设区,或县/市边界重组设区的方式稳步推进。As one of the levels of ethnic autonomous regions,autonomous prefectures played an important role in promoting the development of various ethnic groups in the region before the reform and opening up.But with the continuous deepening of reform and opening up,the national"district to city"reform has been basically completed,and the problem of insufficient urban management and economic development rights in autonomous prefectures without jurisdiction has become increasingly prominent.In this context,the central government has proposed to"study and improve the management system of autonomous prefecture jurisdiction".Promoting the reform of autonomous prefecture jurisdiction can not only enhance the power and empowerment of autonomous prefecture,but also play a leading role in gathering industries,cultivating regional growth poles,and strengthening economic and cultural radiation in addition to fulflling administrative management functions;It is also an important path to adhere to and improve the system of regional ethnic autonomy in the new era,promote the common progress of all ethnic groups towards socialist modernization,and achieve the great rejuvenation of the Chinese nation;Its significance has far exceeded the general administrative division adjustment.From the perspective of implementation path,autonomous prefecture jurisdiction requires overall design,classification and stepby-step promotion;Its establishment should adhere to the general principles of taking the county/city where the state capital is located as the base point,abolishing the administrative system of county-level cities/counties,and promoting policy pilot projects.Based on specific differences in economic foundation,regional characteristics,population aggregation,two main methods should be adopted:abolishing counties/cities into districts,or reorganizing county/city boundaries into districts.
