摘 要:聚焦于“一带一路”铁路建设项目,提出了铁路全周期施工协同管理平台框架体系,结合实际工程案例,基于层级分析法和模糊综合评价法深入探讨了铁路全周期施工关键节点的动态响应策略。结果表明:利用层次分析法定性地识别和评价了铁路全周期施工的各类风险因素,通过构建多层次结构模型,量化了各类风险因素的权重,确定了风险因素的优先级。通过模糊综合评价法,定量地分析了铁路施工期间的风险等级,根据最大隶属度原则将铁路施工的风险因素进行了不同等级的划分并进行了排序。根据评价结果,提出了相应的铁路施工安全风险防范对策。Focusing on"the Belt and Road"railroad construction project,this paper proposed a framework system for the collaborative management platform of railroad full-cycle construction combining with actual engineering cases.Based on hierarchical analysis and fuzzy comprehensive evaluation method,it discussed the dynamic response strategy of the key points of railroad full-cycle construction in depth.The results show that all kinds of risk factors of railroad full-cycle construction are qualitatively identified and evaluated by using the hierarchical analysis method,and the weights of all kinds of risk factors are quantified and the priorities of risk factors are determined by constructing a multilevel structural model.Through the fuzzy comprehensive evaluation method,the risk level during railroad construction is quantitatively analyzed,and the risk factors of railroad construction are classified and ranked according to the principle of maximum affiliation.According to the evaluation results,the corresponding countermeasures for preventing safety risks in railroad construction are proposed.
