从简政放权看高校行政管理的创新转型

摘  要:高校行政管理是推动高等教育改革、提升治理能力现代化的重要组成部分。近年来,我国高校行政管理面临日益复杂的环境,传统的管理模式逐渐暴露出效率低下、层级烦琐等问题。在国家“放管服”改革的背景下,简政放权成为高校行政管理创新转型的重要驱动力。本文分析了高校行政管理的现状与问题,探讨简政放权对高校治理体系的影响,并提出适应新形势的管理创新路径,以提高行政效能、优化资源配置、促进高校自主发展从而推动高等教育高质量发展。University administrative management is an important component in promoting higher education reform and enhancing modern governance capabilities.In recent years,the administrative management of Chinese universities has faced an increasingly complex environment,and traditional management models have gradually exposed problems such as low efficiency and cumbersome levels.Against the backdrop of the national"streamlining administration,delegating power and delegating power"reform,streamlining administration and delegating power have become important driving forces for the innovation and transformation of university administrative management.This article analyzes the current situation and problems of administrative management in universities,explores the impact of streamlining administration and delegating power on the governance system of universities,and proposes innovative management paths to adapt to the new situation,in order to improve administrative efficiency,optimize resource allocation,promote independent development of universities,and promote high-quality development of higher education.
