摘　　要：文章对澳大利亚健康保险制度体系及促进其公平性的具体措施和效果进行介绍,旨在为推动我国医疗保障制度的改革献计献策。澳大利亚健康保险制度注重公平性和高效性的特征,使其成为世界健康保险制度中的一种重要模式。其成功经验带来的启示主要有:公平性是健康保障制度设计的重要出发点;政府投入占主体地位,中央与地方政府分担责任;全民健康保险和商业健康保险双层制度架构形成了政府、社会与个人的责任分担机制。It introduces Australia's health insurance system and specific measures and effects to promote equity,aiming at providing suggestions for promoting the reform of China's health insurance system.The emphasis on equity and efficiency in the Australian health insurance system has made it an important model in the world.The inspiration brought by its successful experience is that equity is an important starting point for the design of health insurance systems;government investment plays a dominant role,with central and local governments sharing responsibilities;a dual system framework of national health insurance and commercial health insurance,forming a responsibility sharing mechanism among the government,society,and individuals.
