摘 要:中国正在加快建设以新能源为主体、多能融合发展为特征的新型能源体系。油、气、煤等化石能源与新能源融合发展的战略内涵丰富,除了开发利用新能源促进油气绿色低碳生产、油气增产增供,还包括新能源支撑特殊油气资源就地转化、天然气支撑新能源规模化开发利用、气电支撑清洁电力系统建设、天然气与氢能管网协同发展、储气与储能协同发展等多种互补互促发展模式。通过系统推进油、气、煤与新能源行业的全面协同融合发展,到2035年有望实现“特殊油气”和绿色燃料增产增供约1亿吨油当量,带动新能源就地开发利用装机规模约6亿千瓦,调峰气电和“天然气+光热”融合发展合计可支撑新能源装机规模约15亿千瓦以上;通过国产天然气增产增供、提升储气调峰能力、天然气和氢能管网融合发展等措施,2050—2060年中国有望形成万亿立方米天然气消费市场,可支撑约80亿千瓦装机新能源开发利用规模,为高质量构建新型能源体系奠定坚实基础。China is accelerating the construction of a new energy system,with new energy as its mainstay and the integrated development of multiple energy sources as its characteristic.The integrated development of oil,gas,coal and new energy sources has great strategic connotations.Developing and utilizing new energy not only promotes the green and low-carbon production of oil and gas,and the increase of oil and gas production and supply,but also includes supporting the in-situ conversion of special oil and gas resources,natural gas supports the large-scale development of new energy,gas and electricity support the construction of a clean electric power system,the synergistic development of natural gas and hydrogen pipeline networks,and the synergistic development of gas storage and energy storage.By systematically promoting the comprehensive synergistic integration and development of the oil,gas,coal,and new energy industries.It is expected that the production and supply of “special oil and gas” and green fuels will increase by about 100 million tons of oil equivalent,which could promote the on-site development and utilization of new energy with an installed capacity of about 600 million kilowatts by 2035.The integrated development of peak shaving gas power and “natural gas + solar thermal” could also support an installed capacity of about 1.5 billion kilowatts or more for new energy.By 2050-2060,it is expected to form a gas consumption market of a trillion cubic meters,which could support the development and utilization of new energy with an installed capacity of about 8 billion kilowatts,and lay a solid foundation for building a high-quality new energy system through increasing domestic gas production and supply,enhancing gas storage and peak shaving capabilities,and integrating natural gas and hydrogen pipeline networks.
