摘 要:数字技术在推动社会发展的同时也加剧了数字鸿沟。老年群体与年轻群体之间在数字技能、互联网接入、数字设备使用以及数字服务利用等方面存在的不平等现象,被称为“银色数字鸿沟”。提升老年群体数字素养是弥合银色数字鸿沟、促进社会数字包容的重要路径。文章在分析老年群体数字素养提升困境的基础上,提出了老年群体数字素养提升的框架和实施路径。从银色数字鸿沟的技术接入沟、使用能力沟和产出效果沟3个层次出发,提出老年群体数字素养提升主要面临数字技术接入程度较低,健康信息搜寻和虚假信息识别能力不足,再就业、融入数字社会受限等困境。在此基础上,文章构建了政府部门、技术企业、社会组织、教育机构、家庭成员、老年群体等多主体协同的老年群体数字素养提升框架,并提出了“技术→人”和“人→技术”两条老年群体数字素养提升实施路径。While digital technologies have propelled societal advancement,they have simultaneously exacerbated the digital divide.The disparity between older adults and younger generations in terms of digital skills,internet access,digital device usage,and digital service utilization is referred to as the“silver digital divide”.Enhancing the digital literacy of older adults is crucial for bridging this gap and fostering digital inclusion within society.This paper analyzes the challenges faced in improving older adults’digital literacy and proposes a framework and implementation paths to address these issues.Based on the three levels of the silver digital divide:technology access gap,usage capability gap,and outcome effectiveness gap,the paper identifies several challenges,including insufficient technology access,limited ability to identify false information,inadequate health information search skills,difficulties in re-employment and continued employment,and barriers to integrating into the digital society.Building upon this analysis,the paper constructs a multistakeholder collaborative framework for enhancing older adults’digital literacy,involving government departments,technology enterprises,social organizations,educational institutions,family members,and older adults.Additionally,two primary implementation paths are proposed:“technology-to-person”and“person-to-technology”,focusing on leveraging technology to empower individuals and fostering individual agency in engaging with technology,respectively.
