农业技术创新对农业经济韧性的影响——基于财政支农政策的门槛效应分析

摘　　要：面临纷繁复杂的国际国内形势和日益严峻的自然生态风险,提升农业经济韧性成为推进农业高质量发展和保障乡村经济系统平稳运行的重要现实选择。农业技术创新作为农业提质增效和转型升级的重要源动力,对增强农业经济韧性具有重要作用。本文基于农业经济韧性在生产环节、服务环节和加工环节的宏观拓展,分析了农业技术创新对农业经济韧性的影响机理;基于农业技术创新的公益属性,分析了财政支农政策的门槛作用。并且,本文利用省级面板数据实证检验了农业技术创新对农业经济韧性的影响效应和财政支农政策的门槛效应。研究发现,样本期内中国农业经济韧性发展呈上升态势,重心主要集中在中国东南部;农业技术创新与农业经济韧性存在正向影响关系;经济欠发达地区和粮食非主产区的农业技术创新对农业经济韧性水平提升效果更为明显;财政支农政策具有门槛效应,且当农林水事务支出占财政总支出比重处于6.46%~9.31%时,农业技术创新对农业经济韧性提升的促进效应最为凸显。In the face of complicated international and domestic situations and increasingly severe natural ecological risks,enhancing the resilience of agricultural economy has become an important practical choice for promoting the high-quality development of agriculture and guaranteeing the smooth operation of rural economic system.Agricultural technological innovation,as an important source of agricultural quality,efficiency,transformation and upgrading,plays an important role in enhancing agricultural economic resilience.Based on the macro expansion of agricultural economic resilience in the production link,service link and processing link,this paper analyzes the impact mechanism of agricultural technological innovation on agricultural economic resilience.Based on the public welfare attribute of agricultural technological innovation,it analyzes the threshold role of financial support policy for agriculture,and empirically examines the effect of agricultural technological innovation on the agricultural economic resilience and the threshold effect of financial support policy for agriculture by using provincial panel data.The study finds that the development of China’s agricultural economic resilience in the sample period is on the rise,and the center of gravity is mainly concentrated in southeastern China.There is a positive relationship between agricultural technological innovation and the resilience of the agricultural economy.The agricultural technological innovation in the economically underdeveloped regions and non-main food-producing areas has a more obvious effect on the enhancement of the resilience level of the agricultural economy.The financial support policy for agriculture has a threshold effect,and when the expenditure of the agriculture,forestry,and water affairs accounts for 6.46%~9.31%of the total financial expenditures,the promotion effect of agricultural technological innovation on the enhancement of the toughness of agricultural economy is most obvious.
