媒体视角下的北极冲突:缘起、现状与治理策略

摘　　要：近年来,全球气候变暖使北冰洋极地海域开通商业航道成为可能。随着保护北极、探索北极及开发北极等活动的开展,北极的资源、经济和地缘战略的重要价值日益凸显。同时,这一发展态势也引发了各方争端与冲突。因此,北极冲突与治理已成为全球关注和参与的热点问题。本文分别抓取英国广播公司(BBC)、美国有线电视新闻网(CNN)、加拿大广播公司(CBC)、今日俄罗斯(RT)和中国中央电视台(CCTV)等五个国家的媒体自2012年以来的北极报道样本,获得了2000多份相关的有效报道文本,归纳整理北极冲突的发展阶段与现状,以及这些冲突怎样给北极全球治理带来挑战;并通过梳理北极理事会、与北极相关的国际组织与研究机构以及国际公约等发挥的作用和存在的问题,提出了媒体视角下北极冲突解决的六个途径。本研究将为中国的北极政策制定与开发提供一定的参考和依据。Global climate warming has enabled the opening of commercial shipping routes in the Arctic region, leading to increased activities in protection, exploration, and exploitation. This development has highlighted the Arctic's growing significance in terms of resources, economics, and geopolitical strategy. The resulting disputes and conflicts have made Arctic governance a critical global issue. This study analyzes news coverage from five media outlets—BBC(United Kingdom), CNN(United States), CBC(Canada), RT(Russia), and CCTV(China)—since 2012. Through systematic analysis of relevant news texts, this research categorizes the developmental stages of Arctic conflicts and examines their current status. The study evaluates the challenges these conflicts present to global Arctic governance by examining the roles and limitations of the Arctic Council, related international organizations, research institutions, and international conventions. Based on this media analysis, the research proposes six approaches to conflict resolution in the Arctic region, aiming to inform the development of China's Arctic policies.
