中国台湾低碳社区建设的制度设计探析

摘　　要：中国台湾于2010年启动低碳社区建设,已形成广泛实践,本文以制度设计为切入点,从示范、推广及县市实践三个方面探析,得出如下结论.1)在台湾地区层面,低碳社区建设以里、村为单元,经历从示范到推广,示范阶段以政府主导推动,“自上而下”规划实施,推广阶段走向“自下而上”申请认证;2)新北实践以公寓大厦为单元,通过“自下而上”申请补助或标章得以广泛实施;3)从中辨析制度设计的经验在于三个方面:①根植于完整的基层治理单元,里、村是行政治理的基层单元,公寓大厦管理委员会是法定的基层社会自组织;②建立完整的社会行动共同体,包括政府、里/村(长)、公寓大厦管理委员会及“区分所有权人”、社区民众、低碳社区规划师;③强调技术与社会双重价值导向,低碳社区建设不仅是技术导向的直接减碳,也是一项提升社会福祉的社区营造.最后结合我国内地区域实践展开讨论.In 2010,Taiwan launched the construction of low-carbon communities,which has been widely practiced.This paper takes institutional design as the starting point and analyzes from three aspects:demonstration,promotion,and county and city practice.The following conclusions are drawn.Firstly,at the level of Taiwan,the construction of low-carbon communities(is based on villages),and has gone through a process from demonstration to promotion.The demonstration stage is led by the government,with top-down planning and implementation,and the promotion stage moves towards bottom-up application for certification.Secondly,Xinbei Practice takes apartment buildings as a unit,and is widely implemented through application for subsidies and branding from bottom to top.Thirdly,the experience of institutional design lies in three aspects:1)The institutional design is rooted in a complete grass-roots governance units,including li,cun,and apartment building communities.2)The institutional design creates a complete community of social action,including government,villages,apartment building management committee,community owners,community residents,and low-carbon community planners.3)The institutional design shows that low-carbon community construction is not only a technology-oriented carbon reduction,but also a type of community action to improve social welfare.Finally,based on the practice in China's Mainland,discussions are conducted.
