山地村庄收缩趋势测度与精明收缩路径思考——以景宁畲族自治县沙湾片区为例

摘　　要：在快速城镇化和城乡二元结构影响下,山地村庄面临人口流失、治理乏力等严峻问题,已成为制约城乡融合发展的短板。党中央多次明确提出要深入推进以人为核心的新型城镇化战略,因此亟须引导此类收缩村庄转型发展,推动乡村振兴。文章借鉴收缩城市研究成果,针对人口持续减少和空间使用效率不断下降现象提出“收缩村庄”的概念,并从区域整体和行政村个体两个层面研判山地村庄收缩趋势,构建收缩测度框架。文章以景宁畲族自治县沙湾片区山地村庄为例,在分析其收缩趋势、判别其收缩状态的基础上,从宏观社会背景、区域本底条件、乡村自身系统三个角度剖析收缩的成因机制;结合精明收缩理念,提出不同收缩程度下的山地村庄发展路径,实现以整体收缩为空间结果的山地村庄系统现代化重构,助推全面乡村振兴工作的进行。Under the influence of rapid urbanization and urban-rural dual economic structure,mountainous villages are facing severe problems such as population loss and weak governance,which has become a shortcoming that restricts the integration and development of urban and rural areas.The Central Committee of the Communist Party of China has repeatedly made it clear that we should further promote the new urbanization strategy centered on people,and thus it is urgent to guide the transformation and development of such shrinking villages and promote rural revitalization.Based on the research results of shrinking cities,this paper puts forward the concept of“shrinking village”to address the continuous decline of population and spatial efficiency and analyzes the shrinking trend of mountainous villages from both regional and administrative levels,thus constructing a shrinking measurement framework.Taking the mountainous villages in Shawan District of Jingning She Autonomous County as examples,on the basis of analyzing its shrinkage trend and judging its shrinkage state,this paper analyzes the causes of shrinkage from three perspectives:macro-social background,regional local conditions and rural system itself.Combined with the concept of smart shrinkage,this paper puts forward the development paths of mountainous villages with different shrinkage degrees,achieves reconstruction of modernization of mountainous village system with overall shrinkage as the spatial result,and promotes the comprehensive rural revitalization.
