摘  要:航空运输业被公认为脱碳最难的行业,当前减排手段主要包括提高能效和采用清洁能源。国际航空运输协会(IATA)评估认为,通过提高能效只能将航空碳排放降低约3%,更为可行的路径是大力发展可持续航空燃料(SAF,又称绿色航煤),据此,IATA规划到2050年航空业65%的减排将通过SAF实现。近年来,世界主要发达经济体均提出了各自的SAF发展目标,我国也于2024年9月启动了第一阶段应用试点。上海作为国际航空枢纽,航油消费量高居全国城市第二位,占全国航空业排放的14%以上,上海碳排总量的5%左右。上海两大机场虽然不在首批试点名单,但未来SAF的规模化利用已箭在弦上。立足SAF供需特征,针对上海面临的机遇和挑战,提出发展SAF的相关建议。The air transport industry is recognized as one of the most challenging sectors to decarbonize.Current emission reduction measures mainly include improving energy efficiency and adopting clean energy.The International Air Transport Association(IATA)estimates that improving energy efficiency can only reduce aviation carbon emissions by about 3%.A more feasible path is to vigorously develop sustainable aviation fuels(SAF,also known as green aviation fuels).Based on this,IATA has set a target that by 2050,65%of the aviation industry's emission reductions will be achieved through SAF.In recent years,the world's major developed economies have all proposed their own SAF development goals,and China also launched the first phase of application pilot in September 2024.As an international aviation hub,Shanghai ranks second among cities in the country in terms of jet fuel consumption,accounting for more than 14%of the country's aviation industry emissions,and about 5%of Shanghai's total carbon emissions.Although Shanghai's two major airports are not on the first batch of pilot lists,the large-scale utilization of SAF in the future is already on the horizon.Based on the supply and demand characteristics of SAF,and based on the opportunities and challenges faced by Shanghai,relevant suggestions for developing SAF are put forward.
