摘 要:运输结构调整是绿色低碳交通发展的重要内容,能够为实现碳达峰、碳中和作出交通贡献。通过总结上海在运输结构调整的现状特征,评估得出第一轮调整政策实施效果显著,集约化运输能力、绿色低碳技术水平和节能减排管理能力均有显著提升。围绕新的发展要求和形势,分析上海推进运输结构调整工作的瓶颈问题,提出在第二轮政策实施过程中,应注重运输结构调整的三个方向,即更加高效的运输结构、更加清洁的能源结构和更加智慧的创新结构。围绕这些,建议未来注重提升多式联运枢纽和通道的能力,优化多式联运运营组织模式,提升交通装备的绿色智慧水平,完善运输结构发展的市场环境。Transportation structure adjustment is an important part of the development of green and low carbon transportation and can make transportation contributions to achieving carbon peaking and carbon neutrality.By summarizing the current characteristics of Shanghai's transportation structure adjustment,it is assessed that the implementation effect of the first round of adjustment policies has been significant,and intensive transportation capacity,green and low carbon technology levels,and energy saving and emission reduction management capabilities have been significantly improved.In light of new development requirements and challenges,the study identifies bottlenecks in Shanghai's efforts to promote transportation structure adjustment.It proposes that during the second round of policy implementation,efforts should focus on creating a more efficient transportation structure,a cleaner energy structure,and a smarter innovation structure.To support these goals,it is recommended to focus on improving the capabilities of multi-modal transport hubs and channels in the future,optimizing multi-modal transport operation organization models,improving the green intelligence level of transportation equipment,and improving the market environment for the development of transportation structures.
