摘　　要：以基层党建为抓手的社区治理创新是推动基层治理体系和治理能力现代化的重要形式。伴随着进一步深化城市基层治理“单位办社会”改革,城市社区逐渐沉淀和积累了包括单位遗留无偿划转的社区可经营性资产和多元协同治理下沉的公共福利资源,为新阶段推进城市基层治理创新提供了基础。日照市L社区通过强化基层党建,借由“悬浮破除”“情境适应”“统合共享”的治理改革实现基层党建统领社区经营。分析来看,新阶段党建统领的社区经营呈现出“党政到户”“单位在场”“空间叠化”的内在逻辑。强化基层党组织统合领导能力和社区服务事业兴办能力,成为新阶段城市社区治理改革的关键之举。Community governance innovation with grassroots party building is an important form of promoting the modernization of grassroots governance system and governance capacity.Along with the further deepening of the reform of urban grass-roots governance “unit-run society”,urban communities have gradually accumulated and consolidated various kinds of public welfare resources,including community operable assets left behind by the unit and transferred without compensation,as well as various kinds of public welfare resources under multi-dimensional and coordinated governance,which provide a foundation for advancing the innovation of urban grassroots governance at the new stage.The L community in Rizhao City has strengthened grass-roots party building and realized grass-roots party building leading community operation through the governance reform of “suspension breaking”,“context adaptation” and “unification and sharing”.Analytically,the new stage of “community management led by party building” presents the internal logic of “party governance to the household”,“unit presence” and “spatial superposition”.The new stage of “community management under the leadership of party building” demonstrates the internal logic of “party government to household”,“unit presence” and “spatial superposition”.Strengthening the integrated leadership capabilities of grass-roots party organizations and the ability to initiate and develop community service initiatives has become a critical measure in the reform of urban community governance in the new stage.
