海上油气田工程造价系统设计与开发探讨

摘　　要：文章基于中海油自2015年起开展的造价软件研制工作,深入分析了系统的业务需求、方案设计以及开发技术细节,系统围绕造价编制、造价管理和造价分析三个核心业务需求,设计了系统管理、项目管理、估概算造价编制和统计分析等功能模块,实现了造价模板的编制与管理、基于定额的工程造价编制、工料机汇总、报表编制、价格文件管理、协同编制校审以及统计查询分析等关键功能。文章最后探讨了造价标准化、编制逻辑、定额计价实现技术及价格匹配问题,为海上油气田工程造价软件的开发提供了技术方案和实践参考。Based on the cost software development work initiated by CNOOC since 2015,this paper provides an in-depth analysis of the system’s requirement analysis,scheme design,and development technical details.The system is designed around three core business needs:cost estimation,cost management,and cost analysis.It includes functional modules such as system management,project management,cost estimation and budgeting,and statistical analysis.These modules achieve key functions such as cost template compilation and management,engineering cost estimation based on quotas,material and labor summary,report compilation,price file management,collaborative review and approval,and statistical query and analysis.The paper concludes with discussions on cost standardization,compilation logic,quota pricing technology,and price matching issues,providing technical solutions and practical references for the development of cost software in offshore oil and gas fields.
