摘　　要：现代风险普遍冲击着城市社会,当前数字技术的应用有限且缺乏智能,需要重新在观念和技术层面审视城市风险治理。基于类比思维将生命体的免疫过程与城市风险治理建立联系,现代城市风险治理是消除影响城市平衡、稳定发展的负面因素的过程。数智技术以算法、物联技术、人机交互增强风险识别与处置,需建好类脑智能平台,融合治理经验与机器智能,实现多跨协同与民意反馈。以通用模型与专用模型的算法构成智慧要素、广域分布与专业感知的物联技术构成风险识别要素、人机交互技术构成风险处置要素。推动城市生命体的风险治理需要提高现有类脑智能支撑平台的智能程度,推动治理经验与机器智能在流程、制度和机制上的融合,发挥数字技术驱动下的多跨协同与民情民意反馈。Modern risks universally impact urban society,yet current application of digital technology is limited and lacks intelligence.It is necessary to re-examine urban risk governance at the conceptual and technical levels.Based on analogical thinking,the immune process of living organisms is linked to urban risk governance.Modern urban risk governance is the process of eliminating negative factors that affect the balance and stable development of cities.Digital intelligence technology uses algorithms,Internet of Things technology,and human-computer interaction to enhance risk identification and disposal.It is necessary to establish a brain-like intelligent platform,integrate governance experience and machine intelligence,and achieve multi-cross collaboration and public opinion feedback.The algorithms of general models and special models constitute the intelligent elements,the Internet of Things technology with wide-area distribution and professional perception constitutes the risk identification elements,and the human-computer interaction technology constitutes the risk disposal elements.Promoting the risk governance of urban living organisms requires enhancing the intelligence of the existing brain-like intelligent support platform,promoting the integration of governance experience and machine intelligence in processes,systems and mechanisms,and giving play to the multi-cross collaboration and public opinion feedback driven by digital technology.
