“一站式”服务模式在基层治理中的应用与效果分析

摘　　要：随着城市化进程加快,传统基层治理模式难以满足人民多样化需求。为提升治理效率和公众满意度,分析了“一站式”服务模式在基层治理中的应用现状与成效。采用案例分析法,通过对杭州市“最多跑一次”政务服务等典型案例进行研究,探讨了“一站式”服务对行政效率、资源配置、公众满意度和部门协作等的影响。研究结果表明,“一站式”服务模式能够提高行政效率和资源整合度,提升公众满意度,推动部门间信息共享和业务协同,但在应用过程中仍面临诸多挑战,需强化技术支撑、提升人员素质和完善法律法规,促进“一站式”服务模式的持续应用与完善。With the acceleration of urbanization,the traditional grass-roots governance model can hardly meet the diversified needs of the people.In order to improve governance efficiency and public satisfaction,this paper analyzes the current situation and effects of the application of the“one-stop”service model in grass-roots governance.Using the case study method,this paper examines the impact of“one-stop”service on administrative efficiency,resource allocation,public satisfaction and departmental collaboration by studying a typical case of“run at most once”government service in Hangzhou.The results show that the“one-stop”service model can improve administrative efficiency and resource integration,enhance public satisfaction,and promote interdepartmental information sharing and business collaboration,However,there are still many challenges in the process of application,and it is necessary to strengthen technical support,improve the quality of personnel,and improve the laws and regulations to promote the continuous application and improvement of the“one-stop”service model.
