新文科建设背景下公共管理类学术研究生科研创新能力培养的探讨——基于对西北政法大学管理学院的访谈调研

摘　　要：新文科建设是对传统文科知识体系和教育观念的创造性转化与创新性发展,强调学科交叉融合所带来的知识体系的重构与人才培养方式的变革。从对西北政法大学管理学院学术型硕士生导师以及在读和已毕业学术研究生的调研来看,研究生前期缺乏系统的科研能力训练,使得其学术的规范性和创新性明显不足。普通高校公共管理类学术研究生科研创新能力培养存在的不足表现为培养目标定位不明晰、培养形式欠缺多元化、教学模式偏重理论化、科研环境激励效果欠佳等。优化公共管理类学术研究生科研创新能力培养的路径,应加强政策支持,完善科研创新激励机制;更新研究生培养理念,强化科研创新导向;提升教师能力水平,组建科研创新型导师团队;构建复合型课程体系,创新教学模式;加强实践教学锻炼,提升科研实践能力;营造科研环境氛围,激发科研创新动力;加强校际合作与交流,拓宽科研学术视野。The construction of new liberal arts is a creative transformation and innovative development of traditional liberal arts knowledge system and educational concepts,emphasizing the reconstruction of knowledge system and the transformation of talent cultivation methods brought about by interdisciplinary integration.According to the research on the academic master’s supervisors as well as the academic postgraduates who are currently studying and those who have already graduated in the School of Management of Northwest University of Political Science and Law,it can be seen that the lack of systematic research ability training in the early stage of postgraduate study has led to a significant lack of academic standardization and innovation.The deficiencies in the cultivation of scientific research abilities for public management academic postgraduates in ordinary colleges and universities are manifested in unclear positioning of cultivation objectives,lack of diversification in cultivation forms,overemphasis on theoretical teaching models,and poor incentive effects of the scientific research environment.To optimize the path of the cultivation of scientific research innovation abilities for academic postgraduates in public management,the following measures should be taken:strengthening policy support and improving the incentive mechanisms for scientific research innovation;updating the concept of postgraduate cultivation and strengthening the orientation of scientific research innovation;enhancing the abilities and levels of teachers and establishing a team of tutors with scientific research innovation;constructing a composite curriculum system and innovating the teaching models;strengthening practical teaching and training to improve the practical ability of scientific research;creating a scientific research environment and atmosphere,and stimulate the motivation for scientific research innovation;strengthening intercollegiate cooperation and exchanges to broaden the academic vision of scientific research.
