科技赋能超大特大城市治理韧性的必要性及路径探究

摘　　要：城市规模扩张给城市治理工作带来了难度,特别是超大特大城市作为国家政治经济文化中心,人口聚集度高,设施量大密度高,小问题可能导致大事故,风险及事故的外溢性强,保障城市运行显得尤为重要。现阶段城市治理紧紧依靠传统的“人海”战术已经无法适应城市治理工作的需要,伴随着新一代信息技术的发展,充分应用新技术,强化科技赋能城市治理,提升城市治理的科学性、前瞻性是必然趋势。通过分析超特大城市加强智慧高效治理的必要性、存在的突出问题及对策,为实现风险事故从“被动应对”向“主动防范”转变,增强城市管理韧性提供政策建议。The expansion of urban scale has brought difficulties to urban governance,especially for mega-cities as the national political,economic and cultural hub,which have a high degree of population agglomeration,a large number of facilities and a high density.Small problems may lead to major accidents,and the spillover of risks and accidents is strong.It is particularly important to ensure the operation of the city.At the current stage,urban governance relying closely on the traditional SEA OF PEOPLE tactics can no longer meet the needs of urban governance.With the development of new generation information technology,it is an inevitable trend to fully apply new technology,strengthen the empowerment of urban governance by science and technology,and improve the scientific and forward-looking nature of urban governance.This paper analyzes the necessity of strengthening smart efficient governance in mega-cities,the prominent problems and countermeasures,and provides policy suggestions for achieving the transformation of risk accidents from PASSIVE RESPONSE to ACTIVE PREVENTION and enhancing the resilience of urban management.
