国际变局下中国吸引外资与对外直接投资的因应

摘　　要：在当前国际变局之下,中国的外部经济环境面临诸多不确定性。为了因应外部环境的新变化,更好地构建“双循环”新发展格局,推进经济高质量发展,中国吸引外资与对外直接投资的方向与侧重也应有所调整。在吸引外资方面,一方面要继续利用国内全产业链及成本优势,大力引进来自发达国家新兴产业、高新技术部门的生产性乃至研发性投资,预防可能的“脱钩断链”倾向;另一方面,要积极引进面向中国超大规模市场的市场寻求型投资,并使其与国内需求的提升相匹配。对外直接投资则要更多地投向“一带一路”共建国家,更多地投向上游产品部门,以确保中国产业链、供应链安全与韧性,并对国内国际双循环相互促进形成有力支撑。同时,还要努力构建对外直接投资网络,以网络外部性形成投资效益溢出效应,以网络弹性与韧性应对可能的外部冲击。Under the current international changes,China's external economic environment is facing many uncertainties.In order to cope with the new changes in the external environment,better achieve the goal of building a new development pattern of"dual circulation"and promote the high-quality economic development,the direction and focus of China's foreign investment attraction and outward direct investment should also be adjusted.In terms of attracting foreign investment,on the one hand,it is necessary to continue to make use of the domestic industrial chain and cost advantages to vigorously introduce productive and even R&D investment in emerging industries and high-tech sectors from developed countries,so as to prevent possible"decoupling and breaking the chain"tendency;on the other hand,it is necessary to actively introduce market-seeking investment for China's mega-market and match it with the increase in domestic demand.Outward direct investment should consider investing more in the Belt and Road countries and the upstream product sectors,so as to ensure the security and resilience of China's industrial and supply chains,and form a strong support for the mutual promotion of domestic and international dual circulation.At the same time,efforts should be made to build an outward FDI network,use network externalities to form investment benefit spillovers,and use network elasticity and resilience to cope with possible external shocks.
