毕节试验区新型煤化工产业发展与布局展望

摘　　要：现代煤化工是实现煤炭资源清洁利用的重要推手,而毕节试验区具有丰富的煤炭资源,两者的有机结合是毕节经济社会可持续发展的重要途径。鉴于此,分析了毕节试验区煤化工产业发展基础、环境条件和发展现状;展望未来,提出了该区现代煤化工产业布局规划的对策建议。分析研究表明:毕节试验区区内现代煤化工产业已经起步,发展的基础和环境均较为优越;区内现代煤化工产业发展面临若干问题与挑战,单一因素或多因素叠加可能对现代煤化工产业发展形成一定制约;建议在区内布局规划两大煤化工产业基地,一是优先发展煤制烯烃及其下游产品茂金属聚烯烃的黔北产业基地,二是聚焦于焦炭及其下游产品的威宁煤焦化基地。在上述分析研究结果的基础上,对毕节试验区煤化工产业今后的发展提出了产业、基地、园区、企业、项目“五位一体”的发展思路及相关建议。Modern coal chemical industry is an important driving force for the clean utilization of coal resources,and Bijie Pilot Zone is rich in coal resources.The organic combination of the two is an important way for the sustainable economic and social development of Bijie.In view of this,the development foundation,environmental conditions and current development status of the coal chemical industry in Bijie Pilot Zone were analyzed.Looking into the future,the suggestions were put forward for the layout plan of the modern coal chemical industry in this area.The analysis and research showed that:the modern coal chemical industry in Bijie Pilot Zone had already started,with good development foundation and environment;the development of the modern coal chemical industry in the Zone faced several problems and challenges,and a single factor or the superposition of multiple factors might impose certain restrictions on the development of the modern coal chemical industry.It was suggested to plan and deploy two major coal chemical industry bases in the Zone:one was the Qianbei industrial base that gave priority to the development of coal-to-olefins and its downstream product metallocene polyolefin,and the other was the Weining coal coking base that focused on coke and its downstream products.Based on the above analysis and research results,the development idea and relevant suggestions of the“five-in-one”model of industry,base,park,enterprise and project were proposed for the future development of the coal chemical industry in Bijie Pilot Zone.
