上海院前急救数字化转型关键路径与策略研究

摘　　要：目的整合优化上海院前急救基础数据平台,改进急救管理模式,优化急救管理流程,提升急救管理效率。方法提炼具化院前急救基础业务操作数据;对院前急救进行用户需求画像、规划中心职责履行范围;规范中心管理评价标准,以端到端责任到岗思路形成院前急救全生命周期数据。结果通过对上海院前医疗急救基础数据的定义、分类、关联理论架构设计,形成基础数据设计、制定、应用、优化迭代的策略方法以及一套基于策略的基础数据架构及基础数据标准集。结论基于符合上海院前急救自身特点的基础数据架构设计而形成的基础数据集可以为一线业务操作、岗位职能设定、业务场景分类以及进一步的操作质量评价、业务质量评价提供标准化依据,同时也为探索上海院前急救数字化转型的关键路径提供方法和策略。Objective To integrate and optimize the basic data platform of Shanghai's pre-hospital emergency care,improve the emergency care management mode,optimize the emergency care management process,and enhance the efficiency of emergency care management.Methods Refine the basic business operation data of pre-hospital emergency care;conduct user demand profiling of pre-hospital emergency care and plan the scope of responsibilities performed by the center;standardize the evaluation criteria of center management,and form the whole life cycle data of pre-hospital emergency care with the idea of end-to-end responsibility to the post.Results A strategy methodology for creating,formulating,applying,and optimizing the iteration of the basic data is formed,along with a set of basic data architecture and a basic data standard set based on the strategy,through the definition,classification,and design of the theoretical architecture for the basic data of Shanghai's pre-hospital emergency medical care.Conclusion A standardized basis for frontline operation,job function setting,classification of business scenarios,and further evaluation of the operation and business quality can be obtained from the basic data set created based on the design of a basic data architecture in accordance with the characteristics of Shanghai's pre-hospital emergency care.Additionally,a method and strategy for investigating the primary paths of digital transformation of Shanghai's prehospital emergency care can be employed.
