城市更新视角下老旧小区改造治理对策研究

摘  要:当前,我国不少城市尤其是特大城市已步入存量发展阶段,城市更新成为城市建设改造的主要模式,通过老旧小区维护、改造、拆除、完善公共设施等方式,对城市中老旧小区的空间资源重新调整配置,使其更好满足居民的需求,更好适应经济社会发展和社会治理现代化的需要。本研究通过文献研究、实地调研、访谈等研究方式,发现目前老旧小区改造治理存在整体统筹规划及理念欠缺、资金筹措渠道较为单一、改造成果维护不到位等问题,基于此,本文结合城市更新理论、协同治理理论,从统筹发展与需要,扩宽资金来源渠道,加强成果维护等维度探索推进老旧小区改造治理的对策建议。At present,many cities in China,especially the megacities,have entered a stage of stock development,thereby urban renewal has become the main mode for urban construction and transformation.Through the maintenance,renovation,demolition,and improvement of public facilities in old residential areas,the spatial resources of these areas are readjusted and reconfigured to better meet the needs of residents and to better adapt to the requirements of the economic and social development as well as the modernization of social governance.This study,through the research methods such as literature review,field investigation,and interviews,has found that there are problems in the current renovation and governance of old residential areas,including lack of overall planning and concepts,relatively single financing channels,and inadequate maintenance of renovation outcomes.Based on this,combined with the urban renewal theory and collaborative governance theory,this paper explores countermeasures for promoting the renovation and governance of old residential areas from the dimensions of coordinating development and needs,expanding funding sources,and strengthening outcome maintenance.
