摘　　要：传统村落是我国文化遗产的重要组成部分,其管理和规划政策的制定与实施直接关系到村落的保护与可持续发展。然而,在快速城市化进程中,传统村落往往面临规划缺位、文化特色流失、资金不足、政策实施不到位等诸多问题。文章基于上海市城市及乡村规划编制体系背景,以上海市浦江镇革新村为研究对象,梳理其管理和规划政策体系,深入分析当前规划管理和规划政策中的问题,揭示政策实施过程中存在的利益协调难题与执行机制缺陷。基于此,提出构建多主体协同规划管理体系、优化基础设施建设与政策执行路径、完善土地平移补偿与收益分配机制、强化村委会法治化建设、以文化基因活态传承推进古镇更新等对策建议,以期为传统村落的保护与发展提供理论支撑与实践参考。Traditional village is an important component of the cultural heritages of China,and formulating and implementing its management and planning policies are directly related to the protection and sustainable development of village.However,in the rapid urbanization drive,traditional villages are usually faced with the problems of lacking of planning,loss of cultural characteristics,deficiency of fund and policy implementation being not in place,etc.Based on the background of the formulating system for urban and rural planning of Shanghai Municipality,this paper takes Gexin Village in Pujiang Town of Shanghai Municipality as the research object,combs its management and planning policy system,performs in-depth analysis to the problems in the present planning management and planning policy,discloses the difficult problems of benefit coordination and defect of enforcing mechanism in the process of policy implementation.It puts forward the countermeasure proposals on that basis,including constructing multi-agent collaborative planning management system,optimizing infrastructure construction and policy enforcing path,perfecting land translation compensation and income distribution mechanism,strengthening the construction of village committee under the rule of law and promoting renewal of old town by live inheritance of cultural gene,etc.,so as to provide theoretical support and practice thought for the protection and development of traditional village.
