摘　　要：The 1978 Third Plenary Session of the 11th Central Committee of the Communist Party of China(CPC)marked the beginning of the new period of reform and opening up,and socialist modernization.Since then,the rule of law has served as a fundamental mechanism for ensuring the orderly advancement of Chinese modernization.
