摘　　要：在“十四五”末期,提前谋划图书馆行业战略,对于各类图书馆制定“十五五”规划,具有十分重要的现实意义。针对“十五五”规划制定,图书馆应从战略管理理论出发,抓住机遇制定短期战略:抓住文化强国建设机遇,确立图书馆行业全球引领战略;抓住新质生产力发展机遇,确立图书馆行业高质量发展战略;抓住数智技术发展机遇,确立图书馆行业智慧转型战略;抓住全民阅读惠民机遇,确立图书馆行业创新驱动战略;抓住弘扬传统文化和古籍保护机遇,确立图书馆行业文化传承战略;抓住健康中国与乡村振兴机遇,确立图书馆行业基层崛起战略。针对2035年远景规划,图书馆行业要有长远性的思考,可运用情景规划方法,制定可持续发展战略,完善国家和区域的行业战略布局,全面提升图书馆行业的战略管理水平。At the end of the 14th Five-Year Plan period,proactively planning strategies for the library industry holds significant practical importance for various types of libraries in formulating their“15th Five-Year Plan”.In response to the formulation of the 15th Five Year Plan,libraries should start from strategic management theory and seize opportunities to develop short-term strategies:seize the opportunity of building up China's Cultural Strength and establish a global leading strategy for the library industry;seize the opportunity of developing new quality productive forces and establish a high-quality development strategy for the library industry;seize the opportunity of smart digital technology development and establish a smart transformation strategy for the library industry;seize the opportunity of benefiting the people through nationwide reading and establish an innovation driven strategy for the library industry;seize the opportunity to promote traditional culture and preservation of ancient books,and establish a cultural inheritance strategy for the library industry;seize the opportunities of Healthy China and Rural Revitalization,and establish a strategy for the grassroots rise of the library industry.For the 2035 long-term plan,the library industry needs to have long-term thinking,and can use scenario planning methods to formulate sustainable development strategies,improve national and regional industry strategic layouts,and comprehensively enhance the strategic management level of the library industry.
