基于ISO/TS 22163:2017和ISO 22163:2023的铁路企业质量管理体系质量绩效水平银级认证对比分析

摘　　要：《IRIS认证规则:2020》和《IRIS认证规则:2023》分别依据ISO/TS 22163:2017《铁路应用质量管理体系铁路组织业务管理体系要求:ISO 9001:2015及铁路领域应用的特殊要求》和ISO 22163:2023《铁路应用铁路质量管理体系ISO 9001:2015和铁路领域应用的特定要求》制定,是开展IRIS认证Rev.03和IRIS认证Rev.04的依据。通过对比分析2个认证规则,指出质量绩效水平银级认证在质量管理体系要求成熟度、关键过程绩效和顾客感知等方面要求和审核得分等的差异,结合企业IRIS Rev.04质量绩效水平银级认证经验,为申请IRISRev.04质量绩效水平银级认证的企业提出建议,以便企业顺利通过IRIS质量绩效水平银级认证。IRIS Certification Rule:2020 and IRIS Certification Rule:2023 are respectively based on ISO/TS 22163:2017 Railway applications-Quality management system-Business management system requirements for rail organizations:ISO 9001:2015 and particular requirements for application in the rail sector and ISO 22163:2023 Railway applications-Railway quality management system-ISO 9001:2015 and specific requirements for application in the railway sector,are formulated as the basis for carrying out IRIS certification Rev.03 and IRIS certification Rev.04.By comparing and analyzing two certification rules,it is pointed out that there are differences in the requirements and audit scores of the Quality Performance Level Silver Certification in terms of the maturity of quality management system requirements,key process performance,and customer perception.Based on the experience of IRIS Rev.04 Quality Performance Level Silver Certification in enterprises,suggestions are made for enterprises applying for IRIS Rev.04 Quality Performance Level Silver Certification,so that they can smoothly pass the IRIS Quality Performance Level Silver Certification.
